Shahid Korgie

Shahid M. Korjie

Coordinator

At the Justice Sector Coordination Office, Shahid provides overall technical leadership and direction to inform policy and drive the reform agenda in the justice sector. Part of his role includes engendering political commitment and facilitating support for the coordination, development and implementation of the Government of Sierra Leone’s Justice Sector Reform Strategies. He spearheads the justice sector reform initiatives and actively solicits the requisite resources to fund these initiatives in the sector.

Since joining the justice sector in 2017, Shahid has participated and represented the sector in various international forums. He participated in the development and launch of the World Justice Forum Report in The Hague and Argentina. Shahid has also worked extensively on the UN Sustainable Development Goal 16, coordinating the Voluntary National Review (VNR) for SDG 16 and also participating at the High-Level Political Forum on Sustainable Development in New York. He Chairs the Child Justice Working Group that provides strategic advocacy in advancing child protection and child justice issues. He has worked on access to justice initiatives with the International Development Law Organisation and with the Pathfinders for Peace, Just and Inclusive Societies; a group of 38 UN member states, international organisations, global partnerships, civil societies and the private sector that work to accelerate action to implement the SDG targets.

Shahid is a founding member of the Justice Action Coalition, a high-ambition coalition to close the global justice gap and achieve SDG16.3. He represents Sierra Leone on the Board of the Coalition alongside Germany, The Netherlands, U.S.A and Canada.

Recently, Shahid successfully led and coordinated efforts to review the country’s Criminal Procedure Act, 1965, a process that began more than 20 years ago. This effort led to the passing by Parliament, of a new Criminal Procedure Act, 2024, a progressive legislation that seeks to reform the country’s criminal justice processes and procedures.

Shahid is a Commonwealth scholar and attended one of the United Kingdom’s most prestigious business schools; the Manchester Business School, the University of Manchester, where he obtained a Master’s degree in Finance and Economics (2006-2008).  At Fourah Bay College, the University of Sierra Leone, Shahid studied and obtained a First-Class Bachelor of Social Science degree (with Honours) in Economics (2004). He has over 15 years’ work experience in the Private, Public and Justice Sectors with expertise in Policy Development, Legal Research, Justice and Public Sector Governance and Business Finance.

Prior to him joining the Justice Sector Coordination Office, Shahid served as the Head of Programmes, Public Sector Reform Unit (PSRU), in the Office of the President, where he was responsible for coordinating and facilitating the implementation of initiatives of Public Sector Reform Programmes. At the PSRU, he also managed a US$ 17 million World Bank funded Pay and Performance Project for Sierra Leone, a project geared towards improving competitiveness in pay, performance management and accountability, and increase recruitment of middle and senior staff in Sierra Leone’s Civil Service. He has also served as the Group Head, Corporate Banking Division, Guaranty Trust Bank (SL) Limited and also worked at the National Social Security and Insurance Trust (NASSIT) as a Research Officer.

Joseph Momoh Conteh

ICT/Admin. Manager

Joseph leads the JSCO’s ICT and provides support for the development and implementation of the Government’s Justice Sector Reform Strategy, working closely with all justice Sector Ministries, Departments and Agencies, development partners and CSOs.

As ICT Manager, he procures and manages software, hardware, project management and infrastructure.

Joseph has a Master’s degree in Business Administration focused on Operational Management from Dr. D. Y. Patil Vidyapeeth University in India, a Master’s in Public Administration from Sun Yat-Sen University in China, and a Master’s in Business Administration specialising in Management Information Systems from Unicaf University in Zambia.

Mr. Conteh possesses vast knowledge and expertise in managing high-value procurement projects, tracking and reporting frameworks and building strong stakeholder relations. These have been valuable to the JSCO.

Ibrahim Sorie Tunkara

Account / Finance Manager

Ibrahim provides financial planning, budgeting and reporting to support the implementation of the Justice Sector Reform Strategy.

He is a Certified Chartered Accountant who specilises in Financial Management, Auditing, Tax and Financial Reporting. Ibrahim holds two Bachelor of Science degrees with Honours in Applied Accounting from the Institute of Public Management and Administration (IPAM) and the Oxford Brookes UK, an affiliate with the ACCA respectively.

He has experience working with Government Ministries, Departments and Agencies. Further to this, Ibrahim has worked extensively on World Bank and EU funded projects in the Ministry of Finance and in Non Governmental Organisations (NGOs), where he served in Financial Management and Reporting roles.

Senior Programmes Officer/Head of Programmes

Sheriff assists the Coordination Office in facilitating the development and supporting the implementation of the Justice Sector Reform Strategy.

Sheriff has gained extensive knowledge through various professional trainings in program implementation and justice sector reforms. He also serves as the technical focal point for the JSCO in several inter-agency technical working committees. These include the Universal Periodic Review (UPR), Voluntary National Reporting (VNR), Agenda 2063, and the Medium-Term National Development Plans. His involvement ensures that the JSCO and the wider Justice Sector institution’s initiatives are aligned with national and international standards and frameworks.

Sheriff holds a Bachelor’s degree in Development Economics from UNIMTECH.

Programmes Officer – Rule of Law

Ms Kemoh supports the Coordinator in the implementation of the Government of Sierra Leone’s Justice Sector Reform Strategy, with specific focus on the area of the Rule of Law.  

Ms. Kemoh holds a Bachelor’s degree in History and Political Science from Fourah Bay College, the University of Sierra Leone in 2019.

Programmes Officer – Equal Access to Justice for All

Mr. Fofana main role is to support the Coordinator in implementation of the Government of Sierra Leone’s Justice Sector Reform Strategy, with specific focus on equal access to justice for all.

Before his employment at the JSCO, he served as a marketing officer, transport and distribution supervisor and assistant distribution manager at the Sierra Leone Bottling Company Limited (Coca-Cola).

Mr. Fofana obtained a Bachelor of Science degree with Honours from the Institute of Public Management and Administration (IPAM) in 2018 and Msc information Systems & Project Management from Njala University in 2023.

M&E Officer

Sonny provides support in the development, implementation, monitoring and reporting on the Government’s Justice Sector Reform Strategy.

He works closely with other Justice Sector Ministries, Departments and Agencies and other stakeholders to coordinate and support all data collection and reporting arrangements on progress.

Gilbert obtained a Bachelor of Science degree with Honours in Business and Information Technology at Njala University. He has successfully completed a Master of Science in Information Systems, specialising in Project Management from Njala University.

Programmes Officer – Child Justice & The Rule of Law

Lydia’s main role as a Programmes Officer is to support the Coordinator in  implementation of the Government’s Justice Sector Reform Strategy, with specific focus on Child Justice and the Rule of Law.

Prior to joining the JSCO she worked as the Executive Secretary to the Commissioner, ACC, with the responsibility to oversee the administrative operations of the office and perform full range of administrative research and analytical duties to ensure its effective, smooth and timely operations. She also served as the Confidential Secretary in the Office of the Attorney-General and Minister of Justice.

Communications Officer

Mr. Kai-Samba’s main role is to support the coordination, development, implementation and monitoring of the justice sector’s communications, public relations and outreach plans in line with the Government of Sierra Leone’s Justice Sector Reform Strategy.

Mousa Kai-Samba is a Legal Practitioner who obtained his LL.B from Fourah Bay College, University of Sierra Leone and his Bar Licence from the Sierra Leone Law School in 2023.

He served as Data Entry Clerk in 2021 at the Justice Sector Coordination Office (JSCO) in which his scope of work includes but not limited to report writing taking minutes during meetings and more. He has also assisted in coordinating and formulating government policies amongst justice institutions including the Sierra Leone Correctional Services, the Independent Police Complaint Board, Human Rights Commission for Sierra Leone, Sierra Leone Police to name a few.

Programmes Officer – Equal Access to Justice for All

Part of Kula’s role is to assist in facilitating dialogue and collaboration with key justice sector stakeholders including development partners. She works on equal access to justice for all in the implementation of the Sector Strategy.

Kula graduated from Fourah Bay College, the University of Sierra Leone in 2021 with a Bachelor’s degree in Business Commerce.

Assistant Programmes Officer

Sarah assists the programme team with the conceptualising and development of project proposals to support policy reforms and institutional capacity building in the justice sector. She also serves as a focal person for mainstreaming gender and women’s issues in the planning and development of justice sector initiatives.

Sarah had worked for Save the Children as an Advocate, and the Centre for Coordination of Youth Activities as a Communication Officer.

She has a Diploma in Digital Media, Advertising and Broadcasting from the Limkokwing University of Creative Technology (2023), Freetown, Sierra Leone.

Legal Research Officer – Rule of Law

Part of Michaella’s main role involves assisting in conducting legal research on the rule of law, in support of the implementation of the Government of Sierra Leone’s Justice Sector Reform Strategy.

Ms. Aubee is a Legal Practitioner with a Bachelor of Laws (LLB) from Fourah Bay College, University of Sierra Leone. She obtained her Bar License from the Sierra Leone Law School in 2022.

Michaella has had the experience of working with Brewah & Co, Mahiteh Chambers as a Barrister and Solicitor of the High Court of Sierra Leone.

Ms. Aubee was an Intern at the Justice Sector Coordination Office in 2021 and was later employed for the Justice Needs Survey for Rural Women and Persons with Disabilities in which her scope of work includes but not limited to data entry, analysis, reporting, and taking of minutes during mettings. She has also assisted in coordinating and participating in several workshops such as the Review of the Criminal Procedure Act, Ending Discriminating Laws against Women and Girls in Sierra Leone, and the Launching of the first Justice Sector Communications Strategy.

Adama Kamara

Gender Officer

Ms. Kamara supports the Gender Mainstreaming component in the implementation of the Government of Sierra Leone’s Justice Sector Reform Strategy. She also works with other Government Ministries, Departments and Agencies and Development Partners on Child Justice issues.

Adama is a Legal Practitioner with a Bachelor of Laws (LLB) from the University of Makeni (UNIMAK). She obtained her Bar License from the Sierra Leone Law School in 2022. Adama has also served as an Intern and a Lawyer at Teddy Koroma & Associatee Digital Chambers.

In 2021, Ms. Kamara had a short-term employment at the Justice Sector Coordination Office as an Enumerator for the Justice Needs Survey for Rural Women and Persons with Disabilities.

Davida Fatmata Batty

Legal Research Officer – Equal Access to Justice for All

Miss Batty’s main role is assisting in conducting legal research on Equal Access to Justice for All and other issues relating to the operations of the Justice sector in line with the Government of Sierra Leone’s Justice Sector Reform Strategy.

Davida is a Legal Practitioner who graduated with a Bachelor of Laws from Fourah Bay College, University of Sierra Leone. She has also obtained her bar license from the Sierra Leone Law School.

Ms. Batty has had the experience of working with Brewah and Co. Law Firm as a legal intern, and the Justice Sector Coordination Office (JSCO) in providing similar responsibilities to the Coordinator as an intern and a Data Entry Clerk. She has also worked with Bangura Legal Consultancy (BLC) as a Barrister and Solicitor.

She has participated in several workshops on Decriminalisation of Petty Offences in Sierra Leone, Launching of the First Justice Sector Communication Strategy,Ending discriminatory laws against Women and Girls in Sierra Leone training among others.
