Freetown, Sierra Leone – On March 4, 2025. The Hon. Attorney General and Minister of Justice, Alpha Sesay Esq., delivered a keynote address at the Zero Discrimination Day ceremony held at the Sierra Palms Conference Room in Freetown. The event highlighted the government’s unwavering commitment to promoting equality, human rights, and non-discrimination across all sectors of society.
Zero Discrimination Day: A Global Call for Inclusivity
Zero Discrimination Day, observed annually under the auspices of the United Nations, serves as a global platform to advocate for inclusivity and challenge discriminatory practices based on race, gender, religion, disability, or socio-economic status. In his address, the Attorney General and Minister of Justice, Mr. Sesay, emphasized the significance of the day, stating that it aligns with Sierra Leone’s national values of equality and justice for all.
Addressing Stigma and Discrimination Against People Living with HIV
A key focus of the Attorney General’s speech was the persistent stigma and discrimination faced by individuals living with HIV. He noted that such prejudices not only undermine public health initiatives but also violate fundamental human rights. He called for collective action to dismantle these barriers, foster greater societal acceptance, and promote public understanding of the challenges faced by affected individuals.
Strengthening Legal Protections Against Discrimination
The Attorney General and Minister of Justice reassured the public of the government’s commitment to enacting and enforcing robust legal protections for marginalized communities. He referenced the 1991 Constitution of Sierra Leone, particularly:
Section 27(1): “No law shall make provision which is discriminatory either of itself or in its effect.”
Section 27(2): “No person shall be treated in a discriminatory manner by any person acting by any law or in the performance of the functions of any public office or any public authority.”

While acknowledging the existing legal safeguards, the Attorney General and Minister of Justice highlighted ongoing efforts to address gaps in the constitutional framework. He confirmed that the current constitutional review process includes proposals to revise Section 27, ensuring it comprehensively addresses all forms of discrimination.
Government’s Efforts in Advancing Equality and Inclusion
Mr. Sesay commended the government’s proactive measures under the leadership of H.E. President Julius Maada Bio to protect marginalized groups and promote equality. Key initiatives include:
– Strengthening legal protections against gender-based violence
– Promoting the rights of women and children
– Enhancing equal opportunities for all citizens
He reiterated the government’s commitment to ensuring that every Sierra Leonean enjoys equal protection under the law, regardless of their background or circumstances.
The Role of the Judiciary in Upholding Human Rights
Attorney General Sesay emphasized the critical role of the judiciary in combating discrimination and upholding human rights. He reaffirmed the government’s dedication to improving access to justice, particularly for marginalized groups that have historically faced systemic discrimination.
Education and Public Awareness as Tools for Change
The Attorney General highlighted the importance of education and public awareness in eradicating discrimination. He called for sustained awareness campaigns to foster a culture of inclusivity and understanding, urging all stakeholders to play an active role in these efforts.
Conclusion and Call to Action
In his closing remarks, Attorney General Sesay reaffirmed his dedication to advocating for a society free from discrimination.
